Baseline Survey on Selected Health Bottlenecks and Intermediate Indicators Highlighted in the Health System Strengthening Support (HSS) Proposal

The overall objective of the assessment was to collect baseline information on selected health bottlenecks and intermediate indicators highlighted in the HSS proposal. Information collected after the baseline will be used for monitoring and evaluation purposes to assess implementation outputs against set targets.

A retrospective design was used for this survey to collect statistics from health facility registers as at 2017. This means that the Consultant collected data which corresponded to the period before the HSS implementation However, interviews with key information and caregivers reflected current scenario (at data collection time) for some questions while other questions required respondents to recall the situation as at 2017. To avoid recall bias, the Consultant had a well-crafted questionnaire with specific questions, which guided respondents to remember series and sequences of events on immunization in 2017. Further, recall bias was minimised by ensuring effective training of data collectors and by triangulation of information collected from key informants and caregivers. This evaluation collected both primary and secondary data through a mix of qualitative and quantitative techniques to gather accurate data and ensure the validity of results. Data collection approaches such as desk review, health facility assessment interviews, quantitative assessment/checklist, key Informants interviews and client tracing were used in this survey. The survey was conducted in selected health facilities which included urban clinics, rural health centres and health posts in targeted districts
