Impact Evaluation of On-Grid and Off-Grid Solar Projects Completed between 2010 and 2013. Projects were scattered across all 10 provinces of Zambia.

The Rural Electrification Authority (REA) commissioned an Ex-Post Evaluation survey in August 2019 for Grid Extension Projects (GEPs) and solar projects implemented between 2010 and 2013 across Zambia. The objectives were; (a) to assess the effectiveness, efficiency, impact, relevance and sustainability of projects; (b) to compare the outcomes of GEPs and solar on intended beneficiaries; (c) to establish the baseline socio-economic conditions for the targeted project areas and (d) to document best lessons learned and provide recommendations for future projects. Using a cross-sectional study design, which combined both qualitative and quantitative methods, the survey gathered data from 847 households using a structured questionnaire. Qualitative data were collected from 178 key informants using semi-structured interview guides. The list of key informants included; REA staff, Zambia Electricity Supply Corporation (ZESCO) staff, Ministries of Health (MOH) and Ministry of General Education (MOGE) staff, heads of schools, sisters in charge of RHCs, appointed personnel from palaces and government agencies like Local Courts and Zambia Police offices.
