Mid Term Review (MTR) Evaluation for Cashew Infrastructure Development Project (CIDP)

The objective of the assignment was to assess whether the project is on track in terms of achieving the objectives that were set and to improve the on-going work for the remaining two and half years of the CIDP Project. The specific objectives MTR were to:

(i) Make recommendations on how to improve any identified weaknesses on the project results and Impact.
(ii) Employ an inclusive and participatory approach in the evaluation, in order to assess the capacity and competence in monitoring and evaluation among the project partners and project staff, as well as assessing the level of ownership to the results of the evaluation.
(iii) Elaborate the mid-term evaluation in a way that will make it possible for the final evaluation of the ClDP project in 2021 to build on its methodology and analysis

The evaluation used mixed methods to collect both quantitative and qualitative data. Primary data was collected largely through qualitative techniques such as Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs). The Consultant undertook an extensive secondary data analysis, facilitated a Results Validation Meeting for stakeholders, and undertook field visits as appropriate and made observations. A total of 7 FGDs were held in all the (6) six selected districts. This was important because it gave the Consultant contextual information about the performance of the project.
