The purpose of the evaluation was to assess the performance of the project over time and capture project achievements, challenges, key lessons learnt and best practices to inform future similar programming. It was also to review the recommendations of the project Mid Term Review (MTR) and assess the extent to which these were implemented. Overall, the end of project evaluation also assessed changes in Knowledge, Attitudes and Practices (KAP) relating to maternal and child health, nutrition, WASH and agriculture dealership. To ensure the evaluation purpose was accomplished, seven specific objectives were identified.
i. To determine the extent to which the project accomplished the results (effectiveness);
ii. Describe key factors that contributed to what worked or did not work” (effectiveness and efficiency);
iii. Provide a record of how these results were obtained (efficiency and implementation mechanism);
iv. Determine the sustainability of EC-2-SIGN project interventions (sustainability)
v. To identify the effectiveness and potential wider replicability of the EC-2-SIGN best practices in MCH, WASH and Agriculture
vi. To determine the extent to which the project contributed to the realization of Gender equity outcomes from implementation of its interventions.
vii. Demonstrate how the project contributes to global evidence and learning about community-based health, WASH, Nutrition and agriculture programming (lessons learned).
The evaluation team adopted a balanced participatory approach. This helped to ensure that existing stakeholder's knowledge, attitude and practice were shared and conclusions were verified. The engagement of stakeholders across different line ministries also helped with ensuring the objectivity of evaluation conclusions and recommendations. The evaluation was also based on the OECD recommended criteria of relevance, efficiency, effectiveness, sustainability and Impact. The contribution of the EC-2-SIGN to development results was assessed concerning the reduction of maternal and child undernutrition at household level in Lufwanyama, Masaiti and Mpongwe Districts in the Copperbelt province of Zambia.
