Development of an M&E System for Zambia Open Community Schools (ZOCS); and training of all ZOCS staff

The overall purpose of the Fast-Forward Zambia M&E Framework was to support the Fast-Forward Zambia Project (FFZP) Implementation Unit to systematically collect information, analyse it and submit to Suas in an acceptable, verifiable manner and format. The FFZP M&E Framework was to provide information to Suas, and other key stakeholders, regarding the ongoing project and the degree of progress, or lack thereof, with respect to the intended development results and the impact that the project is having on the intended community schools and learners. The specific purpose of the FFZP M&E Framework was a three-fold: -

i. Firstly, it provided an IMPORTANT ACCOUNTABILITY TOOL, provided information on the manner in which resources made available through the project have been applied to undertake activities within the scope of the project, and crucially, the outcomes and impacts that these resources are achieving on the ground – the development results that the FFZP is committed;
ii. Secondly, the FFZP M&E Framework served as A LEARNING TOOL. The framework ensured that ZOCS extracts important technical and management information that informed the teaching practices in community schools and,
iii. Finally, the FFZP M&E Framework underscored the principle of Managing for Development Results, in which ZOCS and Suas MADE INFORMED DECISIONS as to where resources should be invested, based on an assessment of where, and how, it can produce the intended development results in the most efficient and effective manner.
