The framework was intended to harmonize data management and reporting requirements against agreed national goals and performance benchmarks or indicators for both water supply and sanitation programmes. The framework was the blueprint for implementing M&E activities for water and sanitation at all levels. It contains tools for high level performance tracking and reporting and it outlines mechanisms for impact measurement. The framework also has strategies for information dissemination and feedback channels allowing users at different levels to see value in the data generated in the sector. Although the framework was more suitable for M&E professionals, it can be used by any person in the water and sanitation sector with interest in real application of M&E in programme management.
In summary, the framework guided the implementation of M&E activities and served as a core programme performance management tool for all stakeholders involved in the water and sanitation sector. It sat out clear indicators and articulates how they monitored to ensure steady programme performance. It was also be used for project accountability on key deliverables agreed upon by stakeholders. The specific objectives were:
i. To show the programme logic through the Log Frame Approach (LFA);
ii. To clearly spell out data needs and define appropriate indicators;
iii. To articulate roles of stakeholders in data management; and
iv. To provide users with useful information on reporting and impact evaluation
