The Ex-Post Evaluation was conducted from September to December 2017. It covered data collection, data analysis and report writing. The data were collected from seventy-three (73) GEPs, which were implemented from 2006 and 2009 across all the 10 provinces of Zambia. The exercise was in two-fold: household level and key informant interviews, which included schools, Rural Health Centres, ZESCO Limited Branch and Regional offices, officials from Ministries of Education and Health.
The objectives were as follows:
i. To establish the pre-project socio-economic and demographic conditions for the targeted project areas in the ten (10) Provinces of Zambia from 2006 to 2009;
ii. To assess the effectiveness, efficiency, impact, relevance and sustainability of the grid extension projects implemented from 2006 to 2009;
iii. To document best practices, lessons learned from project implementation and recommendations to help REA to improve its project design and implementation.
The approach was a cross-sectional study design, which combined both qualitative and quantitative methods. The choice of cross-sectional study design was premised on the aims of the evaluation, the feasibility of collecting valid and reliable data as well as on the cost of the design. Data were collected from 73 GEPs out of 75 GEPs implemented in the period 2006-2009 in 34 districts across the 10 provinces of Zambia. Quantitative data were collected from 704 households using a structured closed ended questionnaire.
